The Civil Services Day is celebrated as an occasion for the Civil Servants to rededicate themselves to the causes of citizens and renew their commitments to public service and excellence in work. 21st April of each year is earmarked to commemorate the day when the first Home Minister of the independent India, Sardar Vallabhbhai Patel, addressed the young probationers of Indian Administrative Services in 1947 at Metcalfe House, Delhi and guided them to absorb the real ‘spirit of service’.

Governance paradigm has been completely transformed in Odisha in the last few years. Administrative reforms have bridged the gap between the Government and the Citizenry. While the public officials have become more responsible and accountable, the people have become more aware and aspirational.
