BJD alleges double standards of BJP government in appointing retired officials

Bhubaneswar, 07/04/2026:The Biju Janata Dal (BJD) has alleged that while the BJP had earlier opposed the reappointment of retired officials, after coming to power in the state it is now facilitating and encouraging such reappointments in large numbers, exposing its double standards. BJD stated that the BJP’s promise in its election manifesto to fill around 3.5 lakh vacant posts with employment for the youth within five years has turned into a mockery.

Addressing a press conference at Sankha Bhawan, party Spokesperson and Media Coordinator Dr. Lenin Mohanty said that after coming to power, the BJP government issued a notification on September 12, 2024, through the General Administration and Public Grievance Department for the reappointment of retired officials. Subsequently, on April 2 this year, another notification further relaxed the earlier norms for such reappointments.

He pointed out that the BJP had previously opposed contractual appointments of retired employees, but after assuming power, it is now taking steps to appoint more and more retired personnel. This reflects the double standards of the state BJP government, “double engine government with double policies.” Decisions are being made and then altered repeatedly.

After the 2024 notification, provisions were made for appointing OAS officers. Earlier, it was mandatory for candidates to have “outstanding” CCR ratings for the last five years and to have vacated government quarters after retirement. However, these conditions have now been removed in the new notification.

Apart from OAS officers, around 800 retired police personnel have been appointed as SI and ASI, and 186 civil engineers have also been recruited.Dr. Mohanty further stated that the BJP had promised employment generation and good governance for the youth in its manifesto, but has completely failed on both fronts.

Citing a recent written reply in the Odisha Assembly by MLA Dr. Arun Kumar Sahoo, he said that the government claimed to have provided 39,505 jobs after coming to power. However, out of these, nearly 33,867 recruitment processes had been initiated during the previous government’s tenure. Thus, only about 5,638 appointments have been made in the last two years under BJP rule.At this rate, it would take the government approximately 124 years to provide 3.5 lakh jobs. This clearly exposes the government’s failure in employment generation.Similarly, the deteriorating law and order situation, increasing insecurity among women, rising state debt, and other issues reflect the poor state of governance in Odisha.
