 Launch of e-Jalasaya, An One Stop Database for all the Geo-tagged Water Bodies in the State.

e-CAD,is for real time monitoring of CAD-PIM activities

Bhubaneswar(Kalinga Voice) : Minister, Water Resources and Commerce & Transport Smt. Tukuni Sahu launched 2 nos of  IT enabled 5-T official Web portals for Department of Water Resources in a programme heldtoday in the department of Water Resources, Govt. of Odisha.The ceremony, that took place in the conference hall of Rajiv Bhawan was also attended by the Additional Chief Secretary, DoWR Smt.Anu Garg, Special Secretary, of the Department Smt. Archana Pattnaik , Chief Executive, ORSAC Sri Prafulla Kumar Mallick , OCAC authority  and senior officers of the Department.

e-Jalasaya @ Ama Jalasaya is a repository of all water bodies of the state, right from the smallest farm ponds to the largest reservoirs across Departments such as Water Resources like Check Dams, Barrages, MI tanks, Major & Medium reservoirs etc. Before this technology, in absence of a comprehensive database on water bodies, their geographical and spatial spread was not getting assessed; volume of water not getting quantified; interdepartmental information sharing not getting done and decisions on operations and maintenance not getting clear.

 Currently, data in respect of 8 major reservoirs, 37 barrages/diversion weirs, 3856 MI tanks and 15,000 check dams, belonging to this Department, have been populated in the portal. This data will be utilized for planning water use for various purposes such as drinking, agriculture and allied activities, industry etc.. This department will try to tag the data of water bodies under Panchayatiraj & DW, Animal Resources and Fisheries, H&UD, Forest etc. liasioning with other departments to access total availability of water in the State,said ACS,DoWR Smt. Garg addressing on the occasion.

Similarly, e-CAD, a 5-T initiative was conceived by the Department, with technical support of OCAC, for real time monitoring of CAD-PIM activities in the state for Pani Panchayats module. This is an end-to-end process flow based automated system for all stakeholders and to track in real time formation of Pani Panchayats and to their activities, status of election&re-election; details of executive/project committee; command area; infrastructure; water use; records management; financial management; capacity building; livelihood activities; grievance redressal etc.Pani Panchayats module consists of both Web and Android Based mobile application to facilitate the entry of the data into the system by the concerned stakeholders.A brochure on e-CAD was released on the occasion.

          Among others EIC,Water Resources Sri Bhakta Ranjan Mohanty, Former EIC & IT advisor Sri Dhiren Kumar Samal, EIC ,Procurement Sri Mahendra Kumar Bhuiyan, Additional Secretary,DoWR & Director,CAD Sri Rashmiranjan Nayak, Addl. Secretary,DoWR Sri Subrat Kumar Panda and other senior officers of the department were present in the programme.
