Ama Shasan’ is a Copy-Paste of the ‘5T – Mo Sarkar’ Model: BJD

The BJP has relaunched 25 previously existing schemes, including ‘Ama Shasan’, under new names, schemes they had once criticized.

Bhubaneswar, 26/08/2025: The Biju Janata Dal (BJD) has called the “Ama Shasan” initiative launched by the state government today a copy-paste of the earlier ‘5T – Mo Sarkar’ governance model, which was implemented by the BJD government in 2019.

Despite BJP having criticized this model while in opposition, after 14 months in power, they have now reintroduced the same system with only a change in name. This shows that the current BJP government has accepted the effectiveness and relevance of the 5T – Mo Sarkar model.

Speaking at a press conference held at Shankha Bhawan, former minister and party vice-president Shri Atanu Sabyasachi Nayak said that many popular schemes initiated by the BJD government are now being reintroduced under different names, and the government’s top priority appears to be repainting buildings completed under the BJD government, rather than real governance.

He pointed out that 24 such schemes had already been renamed earlier, and with the launch of “Ama Shasan”, the total has now reached 25 renamed schemes.

Mr. Nayak emphasized that the ‘5T – Mo Sarkar’ model, launched by former Chief Minister Shri Naveen Patnaik on Gandhi Jayanti in 2019, had earned widespread national praise. It was lauded by the central government’s think tank NITI Aayog. The then Union Minister Jitendra Singh also appreciated the model, stating that other states should adopt it. Even the Good Governance Index of the central government and the Prime Minister’s Office had recognized the effectiveness of Odisha’s 5T model.

However, BJP leaders in the state had previously politicized and criticized it. Now, the same model is being reintroduced under a new name, which BJD sarcastically described as a case of “changing the name but not the content,” like the saying “Old scheme in a new wrapper.”

He further remarked that law and order in the state has deteriorated, with one incident after another unfolding while the government has neither a feedback mechanism nor accountability in place. Although the schemes have been renamed and reintroduced, the absence of feedback systems has rendered them hollow and ineffective, leaving the general public unable to benefit from them.

Mr. Nayak concluded by saying that the government’s actions are limited to mere copy-pasting, with no real administrative substance.
