Reaction to the CBIs Preliminary Charge Sheet in the Police SI Recruitment Case

  • Saying that this corruption took place without the knowledge of the OPRB is like turning a blind eye to the truth.

  • Those who granted permission for outsourcing should be brought under the ambit of investigation.

Bhubaneswar, 06/01/2026:After the CBI filed its preliminary charge sheet in the Police Sub-Inspector recruitment scam, the Biju Janata Dal (BJD) reacted strongly, alleging that there has been a deliberate attempt to protect the “big fish” involved in the case. The BJD stated that in its preliminary charge sheet, the CBI has tried to conceal more facts than it has disclosed.

Addressing a press conference held on Tuesday at SankhaBhawan, party spokesperson and media coordinator Dr. Lenin Mohanty said that although the CBI has submitted a preliminary charge sheet in the Police SI recruitment scam, it has been evident from the very beginning that the agency’s approach has been to shield influential and powerful individuals. According to the information provided in the charge sheet, while the Odisha Police Recruitment Board (OPRB) was responsible for conducting the Police SI recruitment, the task was assigned on December 31, 2024, to ITI, an institution under the Government of India. Subsequently, ITI handed over the work to Rich Mind, whose contract was cancelled in May 2025. Nearly forty days later, on July 9, the work was assigned to Silicon Techla. Thereafter, Silicon allegedly handed over the work to Panchsoft Technology without the approval of either OPRB or ITI.

In this case, the owner of Silicon Techla, Suresh Nayak, has been named as the prime accused, while the owner of Panchsoft Technology, Shankar Prusti, along with 14 others, have been named as associates. All the accused are connected with Silicon and Panchsoft companies.

Dr. Mohanty further stated that although the recruitment examination falls under the state government’s Home Department, the charge sheet does not mention the involvement of any individual from the OPRB, ITI, or the Home Department. While the charge sheet claims that Silicon engaged Panchsoft without the approval of OPRB and ITI, the fact remains that due to the failure of the OPRB and the Home Department, such a large-scale scam could take place. Therefore, officials of these two departments must be held accountable. It is becoming increasingly clear that the CBI is attempting to shield these officials.

Moreover, the CBI has remained silent on the questions of on what basis and with whose approval companies like ITI and later Silicon were entrusted with such a crucial responsibility. There are allegations that, under instructions from powerful individuals, this work was outsourced and large sums of money were exchanged in the process. Hence, the Biju Janata Dal has demanded that all these aspects be included in the investigation and that the big players involved be punished, Dr. Mohanty said.
