“GRAMODAYA” initiative for saturation of all Government Schemes for development of LWE affected areas

Bhubaneswar, :  Government of Odisha is committeed to address the Left-Wing Extremism (LWE) menace holistically. An initiative called “GRAMODAYA” is being launched for implementation of various schemes in saturation mode in LWE affected villages of the state to ensure hundred percent of all government schemes can be provided to the people of 583 villages in 10 districts affected by LWE.

            For the overall development of the areas affected by left-wing extremism, the state government is launching a special program called “GRAMODAYA”. Under this all departments to ensure that 100 percent of all government schemes can be provided to the people of 583 villages in 10 districts affected by LWE. State Level Monitoring Committee under the Chairmanship of the Chief Secretary will function to monitor it.

             In ten districts of the state affected by LWE: Bargarh, Balangir, Kalahandi, Boud,  Kandhamal, Koraput, Malkangiri, Nabarangpur, Nuapada and  Raygada 583 villages have been identified where 100% benefits of all government schemes to be be delivered through this special program by bringing together all departments of the state government in convergence mode . This program has two main components: 100% benefit of all government schemes to every village/community level  and 100% benefit of all government schemes to every individual/household.

            In this special program “GRAMODAYA”, all the departments of the state government will work together in convergence to implement the schemes in saturation mode. The Panchayatiraj and Drinking Water Department will act as the nodal department.

To check the proper implementation of the initiative LWE dashboard to be developed for real time monitoring.  A monitoring committee being headed by the Chief Secretary will work at the state level where all the secretaries of different departments will be members. At the district level the committee will consist of dist level officials and will be headed by the Collector.  At the block level the committee will consist of block level officials and will be headed by the BDO  .

            Special awareness campaign, Gram Sabha, grievance hearings and outreach activities will be made for the implementation of “GRAMODAYA” at the grassroots level. A collaborative effort involving Govt. agencies and local community will be ensured for effective implementation of the initiative.
