Joint committee to chalk out time bound collaborative action plan to ameliorate the cause of human rights in the country

The National Human Rights Commission, NHRC and the State Human Rights Commissions, SHRCs have decided to set up a joint Committee to chalk out time bound collaborative action plan to ameliorate the cause of human rights in the country. The decision was taken at NHRC-SHRC interface meeting today in New Delhi.

Earlier, Mr. Justice A. K. Mishra, Chairperson, NHRC inaugurated the meeting in the presence of NHRC Members, Mr. Justice M. M. Kumar, Mrs. Jyotika Kalra, Dr. D.M. Mulay, Mr. Rajiv Jain, Secretary General, Mr. Bimbadhar Pradhan, Chairpersons and Members of SHRCs and officers of NHRC, SHRCs and Members of Statutory Full Commission.

Justice Mishra said that non implementation of welfare schemes in the right earnest leads to human rights violations. He said that NHRC-SHRCs are recommendatory bodies but have enough powers under the Protection of Human Rights Act, deriving its strength from the Directive Principles of State Policy, to ensure that the rights of the last person and the poorest of poor are protected.

He said that the SHRCs may also extend their support to the NHRC in ensuring the implementation of various advisories issued by it to the Government. The NHRC Chairperson said that the Commission will write to all the concerned States to fulfill their statutory obligations towards strengthening the SHRCs.

Justice Mishra cautioned against the growing instances of instant justice through encounters, which, he said, indicate systematic failure. Time has come to think what we have to do to correct the systematic failures due to which even the decree of the courts is also not implemented sometimes.

Besides the inaugural session, the meeting was divided into five thematic sessions which included probable areas of collaboration between NHRC-SHRC, monitoring the implementation of advisories issued by the NHRC, status of implementation of one nation-one ration card and the Food Security Act, 2013, integration of gender perspective, status of implementation of schemes and policies relating to informal workers and an open house session, chaired by NHRC Members and the Secretary General. Senior officers of the NHRC and SHRCs were present.
