Tripartite MoU on Capacity Building of Government Employees Signed Between Government of Odisha, Capacity Building Commission, and Karmayogi Bharat.
Bhubaneswar, 23rd October 2024: In a historic step towards transforming the training and capacity building of government employees, the Government of Odisha, the Capacity Building Commission (CBC), and Karmayogi Bharat signed a tripartite Memorandum of Understanding (MoU) today. The agreement, aimed at revolutionizing the training landscape for civil servants in Odisha, was formalized at a signing ceremony held a 2nd Floor Conference Hall, LokaSevaBhawan, Bhubaneswar.
The MoU was signed by Director General of Gopabandhu Academy of Administration,Shri G. MathiVathanan on behalf of the Government of Odisha; and Secretary of the CBCand CEO of the Karmayogi Bharat, V. Lalithalakshmi. The ceremony was graced by Chief Secretary Shri Manoj Ahuja,Dr. R. Balasubramaniam, Member, HR, Capacity Building Commission.
Secretaries, and Nodal Officers (Capacity Building) of departments, as well as heads of State level Government Training Institutes, attended the MoU signing ceremony.
This collaboration is designed to enhance the capacity building framework for Odisha’s government employees by focusing on several critical areas including the development of Annual Capacity Building Plans for the state; Support in conducting the Framework of Roles, Activities, and Competence exercise; Identifying and publishing learning resources on the iGOT platform; assisting the state in identifying content developers and fostering dynamic collaboration between state and central governments for capacity building; Onboarding state government departments and employees onto the iGOT platform; and Developing a Competency Passbook for state government employees.
This MoU is a significant step towards enhancing the operational efficiency of Odisha’s training institutions, aligning state-level training programs with the national objectives of Mission Karmayogi. By improving the quality and scope of training for government employees, the agreement will serve as a pivotal move in the transformation of governance in Odisha.
The tripartite MoU reflects Odisha’s commitment to creating a forward-looking civil service training ecosystem and represents a major stride towards building an empowered, efficient, and capable administrative framework for the future.This initiative will lay a strong foundation for a capable and empowered administrative machinery to realize the State’s vision of a VikshitOdisha by 2036 and contributing to a Vikshit Bharat by 2047.
