“Adhere to the time frame to Complete the projects , pay attention to public grievance hearing and speedy redressal of grievances”

Bhubaneswar (Kalinga Voice) : Principal Secretary of Rural Developement Department Shri Sanjay Kumar Singh  reviewed all the schemes under the Rural Development Department. Presided over the meeting held in the conference room of R.D. Department at Lok Seva Bhavan, the principal Secretary Mr. Singh said that the success of rural areas depends on its basic development.  It is the responsibility of the department to complete the construction of roads, bridges and buildings in the process of appropriation.  It is important to pay attention to the time frame given by the divisions to the department for the completion of the project.  Therefore, the amount of grants given for various projects must be spent within the stipulated time.  30% of the budget for the first quarter and 20% of the budget for the second quarter have been given to Divisions while the quarterly expenditure in divisions like Bargarh, Koraput, Jagatsinghpur and Balasore was satisfactory . The departmental officers to initiate quarterly expenditure as the funds allocated for  some divisions were not satisfactory.  By the end of  August, all the divisions should spend at least 30 percent of the grant and in the month of August, all the divisions should spend a minimum of Rs. 8 crore and give a report to the department . He asked to continue the tender process for all projects with 100 percent administrative approval .

Mr. Singh inquired about the progress of the ongoing projects in various districts under the Biju Setu Yojana from the financial year 2021-22 and ordered the officials to take proper initiative for incomplete works to be completed by the end of  October.  Similarly, he asked the field officials to submit the remaining 13 survey  reports for the financial year 2022-23 by the end of this month and ordered to finalize 300 out of 320 tenders.  The  GAD and administrative approval should also be involved , he added. The projects that have been going on for more than 5 years should be completed by the end of this year .The principal secretary reviewed the ongoing projects under the road scheme and suggested to build the Pichu road using the cold bitumen method so that the road work is not affected during rainy days.
  In the review meeting, all the schemes of the PMGSY, BSY, MMSY, Roads & Buildings of Rural Development Department were discussed.  It was emphasized in the meeting to complete the projects started in the previous year and to accelerate the plans and projects taken up in the current financial year 2023-24.  Similarly, Giving emphasis on Mo Sarkar Sri Singh advised everyone to pay attention to public grievance hearing and speedy redressal of grievances.

All 60 Divisions and 13 Engineering Circles officials of the State attended the review meeting through virtual media.. Director Rural Development Department Mr. Arvind Agarwal, Special Secretary Mr. Sudarshan Parida, EIC Mr. Akshay Kumar Pradhan, EIC Mr. Pradeep Samal and other senior officers of the department participated in the discussion.
