Bhubaneswar, 19/02/2026: The Biju Janata Dal (BJD), Odisha, has strongly condemned the alleged misconduct, partisan behaviour, and administrative irregularities by Smt. Suman Sudha Kundu, BDO, Bolagarh, under Khordha district. The party has expressed deep concern over alleged incidents in Bolagarh Block and termed the situation as detrimental to democratic functioning at the grassroots level.
For the past eight days, elected representatives of Panchayati Raj Institutions (PRIs), cutting across party affiliations, have been staging a peaceful and democratic dharana in front of the Block Office at Bolagarh to highlight genuine developmental concerns. These include delays in the implementation of welfare schemes, pending infrastructure works, and issues affecting rural beneficiaries. The agitation has remained peaceful, disciplined, and within the democratic framework, reflecting the representatives’ commitment to resolving public issues through lawful means.
However, instead of engaging in constructive dialogue with the elected representatives, the BDO allegedly adopted a confrontational approach. Reports indicate that the elected Block Chairman was prevented from entering the Block Office premises. Such an action, if substantiated, amounts to disrespect toward a constitutional office and undermines the spirit of democratic decentralization envisaged under the Panchayati Raj system. The BJD has stated that preventing an elected representative from discharging his or her duties is unacceptable and contrary to established administrative norms.
The party has also expressed serious concern over allegations of partisan functioning within the Block administration. It emphasized that government officials are duty-bound to maintain political neutrality and work in coordination with elected representatives for the welfare and development of the people. Any perception of bias or administrative impropriety erodes public trust and hampers effective governance at the grassroots level.
A delegation of BJD leaders, including Dr. Lenin Mohanty (Media Coordinator & Spokesperson), Dr. Priyabrata Majhi (Media Coordinator), Shri Narayan Jena (Spokesperson), and Smt. Ritanjali Pradhan (Spokesperson), met the CDO-cum-EO, Zilla Parishad, Khordha, and submitted a detailed memorandum seeking urgent intervention in the matter.
The BJD has demanded a transparent and time-bound inquiry into the allegations against the BDO, examination of the circumstances under which the Block Chairman was allegedly denied entry, and appropriate corrective measures to restore administrative neutrality and public confidence. The party has further urged the district administration to ensure the smooth and uninterrupted implementation of developmental works in Bolagarh Block.
Reiterating its unwavering commitment to democratic values, good governance, and the welfare of rural citizens, the BJD has called upon the district administration to take prompt and appropriate action to uphold administrative propriety and safeguard the dignity of elected institutions.
