Rahul Gandhi is a Championof working class poor and have not’s.

Bhubaneswar : Sj. Rahul Gandhi, the Congress leader who has completed Padayatra from Kanyakumari to Kasmir and now HighbridPadayatra from Manipur to Mumbai via Odisha which is calledBharat JodoNyayaYatra for 5 Nya, Naya for Youth and Students, Naya for Women, Naya for Farmers and Naya for Labour and Naya for Bhagidariis the chanpur of the working class, poor, and farmers. His Bharat JodaNayajatra is being completed today in Mumbai. He is fighting for Youths, Women, Farmers, laborers, and Bhagidari. He raised his voice for Migrant Workers at the time of Corona for Agriculture, Workers, Weaver’s Fishermen, Transport Workers, Railway Loaders, Construction Workers, and SHG Workers and identified himself with them in their work places. He raised his voice for the revival of the old pension and the equal pension for equal grade for retired Army Employees. He has also raised the issue of the revival of the old pension scheme for all Central Government and defense personnel. He is a champion working class. We, the Indian Labour, Central Trade Unions specially INTUC having 3.49 Crores of India and 22.65 lakhs in Odisha stand firmly with Rahul Gandhi, Former President, AICC,MallikarjunKharge, AICC President Congress Party to challenge the anti-Labour BJP Govt in Centerand BJD government in Odisha.

The BJP government in the center has taken back the rights of the Indian working class by withdrawing 44 Laborlaws, which were passed at the time of Congress Govt. and passed 4 labour codes at the time of Corona without discussion in Parliament and all Central Trade Unions are opposing strongly and gone from Dharana and Parliament and All India Strike for two times. Opposing the four Labour codes and demanding 26000 as the National floor level Minimum Wages regularization of All Contractual Employees and Workers, revival of Old Pension, Regularazitaiton Scheme Workers like Anganwadi, Asha karmi, Pachika and strong opposing privatization of Public Sector. The Indian Labour Conference and Labour Standing Committee which are the tripartite committees to take polish decision of labour issues have not been convened since 2015. There are no positive steps to protect the rights of 13 croreInterstate migrant laborers and 2.5 croreInternational migrants working in midlist Africa, Malaysia, Hong Kong and Twain. Govt. of India not taking initiative for making strategic action plan to regulate the movement of Migrant Labour and protect right and safety of Migrant Workers by initiating discussion among the states and biolertical agreement  with receiving countries. Govt. of India has not plan of action to ILO convention 155 and 187 to formulate new policy to make Healthy and Safety matter of rights in the line of decision of ILO 2022 session. Govt of India also has not sign in the UNO Global Compact convention on Migrant Labour where 121 countries have already sign. Although India is getting around 100 Billion for annum as the Migrant labour remittance.

Thousands of migrant labour are inside Jail in GCC Countries, Central Govt is taking credit to release 8 official from Katar but not concerned to bring back to release to so called migrant from Jail. Odisha State Govt. has sign and agreement TATA Power not to recruit any regular workers for 25 years and Odisha Govt before transferring the management to TATA Power has not deposited 1900crores Provident Fund money collected from the Electricity workers.

The State Government of Odisha is also equally responsible for not creating jobs; old factories like OCL, OTM, and Jharsugua Textile all closed,Cooperative Spinning Mills and Sugar Mills. Many newly opened Industries in Balasore, Jajpur,Paradeep, Jharsuguda, Angul, Keonjhar, and Badbil are closed. Odiyadadanlaborers are going to Andhra, Telengana, Chhatisgarh, Mumbai, China, Nagpur, Kerala, Delhi, and Punjab to work as dadanlaborers. They lost their hands and fingers while working as rickshaw pullers, bricks, hotels, and construction projects in Himachal Pradesh and Tamil Nadu. The state government has completely failed to keep its commitment to create jobs and bring back all migrant workers to Odisha. The major migration from Odisha is from the 418 Gram Panchayat. Bolangir, Kalahandi, Nuapada, Khordha, Paradeep, Kendrapada, Nayagarh, Ganjam, Bhadrak, Koraput, Malkanagiri, Mayurbhanj, Balasore, and Keonjhar are the major districts where LaborMigration is more than 70% from OBC are from coastal migration: SC 14%, ST 4%, and from western Odisha: OBC 43%, SC 23%, ST 28%, and 2 General Class.

There are around 40 lakhs migrant labour in Odisha. 9 lakhs alone in Gujrat. Mostly Gajpati and Ganjam around 5 lakhs West Bengal, 2 lakhs in Jharkhand, 5 lakhs in Chhatisgarh, 5 Lakhs in Delhi, 2 lakhs in Andhra and 2 lakhs in Telengala, 2 Lakhs in Tamilnadu, 2 lakhs in Maharastra and Kerala and another 2 Lakhs Jamukasmir,Himachal Pradesh and another 2 lakhs Punjab and Hariyan. What is this strategic action plan of Odisha State Govt to bring back Odia Migrant Labour to Odisha. The revision of the minimum wage in Odisha is only an eyewash. It is only a notification of invitee objection, and any employer or employee association has the right to object. Rs. 450/- is also not enough, as only the state government has adopted a 12-hour working condition and also the Industrial Disputes Act 1947, which gives free hand to close the factory without the approval of the government. Thousands of cases have been pending with the labor department and labor thousand for years. No inspection, no adjudication, and accounts in industrial accidents are increasing. We demand all NMR work charged by contractual and outsourced workers and scheme workers like Anganwadi Workers, Ashakarmi, KrusiMitra, Women Development, and mission workers be regularized in service and could be included in ESIC and EPF schemes with proper free medical care and 25 lakhs of medical insurance, which is also committed by the Congress manifesto.

Migrant Labour average income of coastal Region 6118 western is career become in Western Region 4816 /- average expenditure for coastal for himself is Rs. 2770 and Rs 2211 in Western Odisha. 21% wage disputes. 25% of workers remain as bandage workers, 6% are missing, and up to 0.5 are dyed. But the construction workers welfare board, worth Rs. 1700 crore, came into force by the Narsingha Rao government in 1995 is being the political purpose. The Social Security for Unorganized Workers Act 2008 is not implemented in Odisha, as the Odisha Government is not giving any money to the Welfare Board. The Interstate Migrant Act of 1979 is totally defunding in India and Odisha. Hence, no action is taken against illegal and unscrupulous people of middle agent.

State Govt is not concerned for employment of Odia Workers in Odisha just some day before in Nalco explanation in Damanjodi to Contractual Labour died they belong to Jharkhand Nalco Coal Mines given to a Andhra Contractor engaging only Andhra Labour new NTPC Talcher Power project given to BHEL is engaging outside labour Public Sectors like NTPC Coal, Nalco, are only appointing outside employees his indicate Odisha Govt. is not interest to Odia people. Because of the wrong policy govt thousands of workers in Odisha are dying in accident, Pollution and Occupational Diseases. The life span are the workers in Talcher, Angul, Jharsuguda, Rourkela, Jajpur, Balasore and Paradeep, Damanjodi is being reduced for occupation health and pollution. The air pollution of Talcher, Angul, Balasore has cross the temperature of Delhi. What is this action plant of Central Govt and State Govt to protect the Odisha people from Occupation Health and Pollution?

From among 49 crore workers, 47 lakhs of Central employees, 17.3 lakhs of Central Public Sector employees, 11.80 crores of EPF covered and 3.10 crores of ESIC covered, and 15.54 crores of state government employees covered by various social schemes But the majority of workers—33.46 crores—are not covered by the Social Security Scheme, Health Care, and Medical Insurance Scheme of 25 lakhs, as the Congress Party assured in the manifesto yesterday. Interstate migration is covered for income and the quantum of income; if there are national minimum wages, migration would be less.

If the BJP government could implement one civil code for all, why not one minimum wage? Medical Care and Social Security for all workers in India, Congress committed to giving Rs 2000/- as the pension to agriculture workers, and the 3000 unemployment allowance MGNREGS UPA Govt granted was 98000 crores. But in the NDA, which was reduced to 60000 crores and major schemes were being used to use machines, the job security of rural labor was curtailed. Around 12 lakhs of contract laborers are converted to manpower services, or contract tenders. Hence, workers are getting 12 to 13 days.

Assured to give 2 crores of jobs every year, but demonstration of the of the wrong GST strategy at the time of Corona. MSME sector vendors lost their income, creating 13 crores of unemployed MSME, which has around ………. registered organizations in India. This should be revived for job creation and income. The workers capital in the country is also more than 30 lakhs crores deposited in EPF, ESIC, GPF construction workers Welfare Board and various all other scheme. The workers capital money is much more than one year budget the Central Govt.

Price rises are affecting more wage careers, especially petrol, diesel, gas, and petrol. Diesel Gas prices for crude oil are not rising. It is because of the rise in excise duty of the Central Government and the VAT of the State Government of Odisha (24.58% excise duty and 21.80% on petrol). Which amount would be 46.38% if it were included in the GST charged? The highest 28% could be reduced, the price of diesel and petrol would go up, and the price rise could also be controlled.

It is Congress Govt. who has passed 44 Labour laws including Interstate Migrant Labour has 1979, Contract labour regulation and abolition act 1970, Minimum Wages Act, payment of Wages Act, DadanaLabour Act, Child labour provision Act and all labour laws including prevention of Sexual harassment act 2013, Unorganized works Social Security Act 2008, MGNREGA Act 2005 Right to education right to food security, Right to information Act and empowering Panchayat Raj and Municipality by amending the constitution.

Weather BJP Govt. has got the courage to amend the constitution to make Health, Safety, Medical Care and Social Security as the matter of rights for all citizens of India including 49 crores workers.
