“Touch the PACS” campaign

Bhubaneswar: There will be a fifteen day campaign “ Touch the PACS” will from 20th of this month . In this connection Mr Sanjeeb kumar Chadha Principal Secretary Cooperation has instructed to all Divisional DRCSs and Circle ARCSs.In his letter Mr Chadha has mentioned that as you know Primary Agricultural Cooperative Societies and Large Size Adivasi Multi- Purpose Cooperative Societies function at the last tier of the Short Term Credit Cooperative Structure (STCCS) extending agricultural credit to the farmer members not only for short term seasonal agricultural operation but for creation of long term agricultural assets too.
These public organizations play a pivotal role in growth of agricultural production of our State by providing all sorts of agricultural inputs including certified seeds, fertilizers and pesticides to the farmers at government fixed rates. Better functioning of these institutions is key to overall agricultural growth and welfare of the farming community of our state.
To ensure that these Public institutions remain economically viable and function as per the mandate, continuous monitoring and supervision of their activities need to be done by the departmental officials functioning at the field level. The divisional DRCSs, Circle ARCSs, Sub-ARCSs and ICSs need to continuously monitor these organisations through regular filed visits and necessary corrective actions.
In this regard the Cooperation Department has decided to start a campaign “Touch the PACS” for the next 15 days starting from 20th May 2023 to 4th June 2023.
So all field functionaries of the department working in the offices of the DRCS and ARCS and in block offices are required to visit the allotted PACS/LAMPCS and supervise their activities as per the enclosed Performa and report to the RCS. The divisional DRCSs is to do necessary allotment of PACS/LAMPCS and ensure that all the PACS/LAMPCS are covered by his team of officials. The supervision is to be done by scrupulously following the designed Performa and Soft copies of report along with photographs of visits are to be reported to the directorate and kept in the offices for future references. At the end of the campaign a completion report is to be submitted to the directorate and the Department , Sri Chadha has instructed.
