Monsoon Session of Parliament from July 20: BJD to Raise Various Odisha-Related Issues in Parliament

• BJD to question the Central Government on the issue of numerous errors in Odisha’s school textbooks
• BJD to make the failures of the two-year BJP Government in Odisha a major issue during the session
• The State Government is deliberately preventing MPs from utilizing their MPLADS funds: Shri Manas Mangaraj

Bhubaneswar, 19/07/2026: The Monsoon Session of Parliament is scheduled to commence from July 20. In this regard, an All-Party Meeting has already been held in New Delhi. Shri Manas Mangaraj, Leader of the BJD Parliamentary Party in the Rajya Sabha and Rajya Sabha MP, participated in the meeting. He also expressed the Biju Janata Dal’s position regarding its role and interventions during the Parliament session.

Shri Mangaraj stated that while participating in the All-Party Meeting held in New Delhi, the BJD discussed the issues it intends to raise during the Monsoon Session. These include the prevailing war situation in South Asia, the unjustified rise in prices of essential commodities, and the problems being faced by vehicle owners due to the blending of ethanol in petrol. He further stated that the BJD will question the Central Government in Parliament regarding the issue of the numerous errors found in Odisha’s school textbooks.

He said that the failures of the two-year-old State Government will be one of the principal issues raised during the Monsoon Session. Under the implementation of the New Education Policy, new textbooks have been introduced for Classes I to VIII. However, these books contain numerous errors, which have adversely affected the education system in the State. Due to these mistakes, the education of more than 40 lakh students has been impacted. Despite the seriousness of the matter, the State Government has treated it very casually. Therefore, the BJD has proposed that this issue be discussed in the Rajya Sabha.

Although Odisha is the largest producer of coal in the country, the State is being deprived of adequate coal royalty revenue. Apart from this, the BJD has also demanded separate discussions in Parliament on the prevailing agrarian distress and the deteriorating law and order situation in Odisha. While Members of Parliament have demanded that the MPLADS allocation be increased from the present ₹5 crore, Shri Manas Mangaraj stated that the immediate concern is ensuring the proper utilization of the existing ₹5 crore allocated under the scheme. He alleged that the BJP Government in Odisha is creating obstacles in the proper utilization of these funds. According to him, the State Government is preventing MPs from spending their MPLADS funds for developmental works.

Shri Mangaraj further stated that since 2024, the Odisha Government has been creating several hurdles in the utilization of MPs’ Local Area Development Scheme (MPLADS) funds. As a result, developmental works are not being undertaken. Referring to his own experience, he said that although he had recommended developmental works in the Chilika Assembly Constituency using MPLADS funds, the projects are not being implemented properly. He alleged that while the expenditure is made from the MP’s fund, the inauguration plaques carry the names of Ministers. He further alleged that the BJP Government in Odisha has deliberately devised a mechanism to prevent BJD MPs from utilizing their MPLADS funds. He also alleged that, acting under the directions of the State Government, officials have not allowed BJD MPs to utilize their MPLADS funds and have kept the proposals pending for the last two years. As a result, BJD MPs have been unable to spend their allocated funds despite their willingness to undertake developmental works.

Shri Mangaraj said that he had earlier submitted a notice before the Parliamentary Department-related Committee regarding this issue. The matter was also discussed during the All-Party Meeting, and he stated that he would raise the issue in Parliament. He sought a separate discussion on the matter. He further said that the concerned Union Minister and other members present during the meeting had agreed that the issue could be raised in Parliament. He concluded by stating that the Biju Janata Dal is fully prepared to raise several issues concerning the interests of Odisha during the Monsoon Session. In accordance with the constitutional and parliamentary procedures, the BJD will cooperate in the smooth functioning of the House while strongly raising issues relating to the rights and interests of the people of Odisha.
